Move the file into your plugins folder from the server. Install Holographic Displays and restart the server. The plugin doesn't have any commands. You can change some properties in the config.yml for specifing the messages for your server.

If you miss some properties in your configuration file, I recommend to rename the config file and let the config recreated from the plugin by a server restart.
