Usage:
/cookiesomnia on | off to enable/disable (requires cookiesomnia.admin).

Idea from a Reddit comment by /u/wayward_dad:
Eating cookies resets insomnia, allowing you to avoid phantoms without sleeping (and resetting your spawn location).
Tested on Purpur 1.19.
