Small fix

Fixed an issue with the log files, now everything should work fine

Now the content announcements can be logged to a file, setting true or false in the config will do this feature work

Now the content announcement commands have cooldowns (in seconds), that can be changed in config, and can be bypassed with a permission (contentannouncer.cooldown.bypass)

Now the console can execute the content announcement commands, such as:

/live - /twitch - /stream - /video - /youtube - /yt

Added new aliases for content commands
New: (/live - /twitch - /youtube - /yt)
