Added missing permission description in the plugin.yml

The update command updates the configuration files from version 1.0 to the new version so blocks set on the previous version will work on the updated version.
In addition, a permission check for updating the cooldown while using the cooldown has been added.

Added permissions for the newly added feature

Added a cooldown feature that is now available when mapping commands.
Cooldowns can be update with /updateCooldown tool or /updateCooldown <time>
