Fixed bugs

• Fixed bugs with permissions
• Removed /cgi reload because it is buggy. Just restart server or use plugins like Plugman to make changes in config.yml
• Added "Unknown command. Type /cgi to see available commands" message
• You need to update

Redesigned some messages & Fixed typo in config.yml.
I continue to support this project.

/cgi reload only works with reloading messages. And I wrote it in the messages.
Just a small update. If you use old version you can just keep it in mind.
