Reworked the entire plugin!
Added messaging for when crafting a chunk buster
Added a permission chunkbusters.craft, to allow and disallow crafting of chunk busters
Added effects when chunk busters are placed! Lightning, Particles, and sounds! Can be toggled on and off in config
