Allow people to toggle chat on / off

1.21.7 support + cutscene chat toggling feature + messages.yml

Added messages.yml file. Now requires ProtocolLIB to work.
Added a new Chatmute feature for cutscenes. There is currently an unfixable bug regarding people sending messages while being chatmuted and then sending another. Do not use this to "exempt people from seeing chat"
