Adds Sign Support
Signs can now support quizzes. In order to configure a sign to load a quiz simply create a sign with [QUIZ] in the first line, and the quiz name in the second. Then right click on that sign to begin the quiz.
Please note this requires the quiz.signs.quizName permission to begin the quiz.

- Adds in a tab complete for the /quiz start command
- Prevent settings from being started as a valid quiz
