Clears the mess that is called chat.

Commands:
- /chatclear [true/false] - Clears the chat but can show/hide the clear message
- /chatclear reload - Reloads the config file [CURRENTLY BROKEN] :/

Permissions:
- chatclear.use - Be able to use the command /chatclear
