New Features
Added the abillity to tweak rain & thunder effects duration, amplier and added the abillity to add more effects as well.

New Feature:

• Added the ability to tweak the cooldown period in the config

• Added a new command- /chaoticweather help

• Added a new feature where there is a 1 in 10 chance to empower nearby mobs during rain or thunder.

• Added A feature where it would convert sand and grass into mud if it rains too much.

• Fixed weather effects still being given to players when the world is disabled.

Bug Fixes: Fixed a bug where the "On_Weather_Change" message would still broadcast in other worlds, as well as the world where the weather change occurred.

• Added a new command /chaoticweather world disable | enable <world_name>. This command restricts the plugin from working in the specified world.

• Added a new command to restrict WeatherEffects to take place in the specified location.

Bug fixes: Fixed a bug where the Russian language was not working.

• Added restriction method for specified locations.
• Usage for restriction method - /chaoticweather restrict <event_name>
• Note: This feature depends on WorldEdit.
