Added Filter Actions to config and In-game error logging

this update adds the ability to set how filters should react if their condition is met or not.
it also adds a handy in-game logger for the reload command. This will output the same text it would to console.

Add permission restricted filter types

Implements restricted filter types. These behave the same as whitelist and blacklist however they will only apply to users who have their permission rather than not apply.

Fixed protocalize dependancy (update protocalize if you download this)

Fixed protocalize issue because they decided to change the name of it for some god forsaken reason -_-
Fixed possible issue with PermissionCache when players switch servers.
Made sure to unregister protocalize listener on disable in the event of someone using a plugin manager to reload this plugin.
