The builders wand will now let you place blocks inside water and lava rather than just air

This version has only been tested on Paper 1.18.1 with Skript 2.6.1.
This version of Skript no longer allows me to support legacy versions of Minecraft (1.12 and prior). It should still work on forks of Skript that support the older versions.

- Fixed an issue with one block always remaining in your inventory after a build. This was due to the new Skript version and older code, and has since been fixed in 2.6.1.
- This only recently got updated for 2.6.1 because there were a few bugs with the prior version of Skript on 1.17, basically making this non functional.

Finally added support for creative.
When in creative mode, you do not need any blocks in your inventory to use them. Survival mode requires the blocks to be in your inventory.
Can only be used in Creative or Survival.
Added some optimizations... hopefully they work okay!
