Use /build to enable and disable building ( for the executor )
- Permission Nodes:

build.toggle - Gives access to the /build command to toggle building ( for the executor )
- build.reload - Gives access to the /buildreload command to reload the configuration
- build.toggle.others - Givess access to /build <player> command to toggle building for the selected player
