Prevent an error occurring when trying to use the light command on an incompatible version.

The /light command now has the option of adding a number between 0 and 15. This will result in a light block that produces that light level when placed.

Example Usage: /light 10

Buckets are now handled properly in build mode. All types work exactly like with build mode off except for they do not provide block updates or spread.
Because they are now handled properly the special block handler will no longer allow them being added.

Tripwire Hooks now work as expected with the special block handler.

Placing Lilacs/Rose Bushes/Sunflowers/Penoys/Tall Grass/Large Ferns on top of themselves with result in the blocks now connecting like normal. You can use this to build super tall versions of themseleves or short ones.
Can now open/close doors/gates/trapdoors in buildmode without updating any blocks!
