Imrpoves performance and fixes issue where reloading duplicated some emotes

Fixes issue where areas with loads of signs could cause lag

This update adds better support for using negative spaces.
With it comes a few new config options, which can be found here

In short, you can now use `:space_127:` for example to add a negative spacing of 127.
It also works for negative numbers.
By default it will use space.json font-file, but you can change this in config.yml

- Adds 1.19.4 support
- Drops legacy 1.15.x & 1.16.x support (Use any version before 1.2.0 for this)

All server versions pre 1.18 should now work

Note: BLHE does not work when using a chat-plugin that supports chat-signing yet. Same if you are not using any chat-plugin at all.
This seems to be due to how these messages are handled internally. Might make it work in the future, but I suspect most people are not in need of support for this
