Block Portals is very light and does as the name suggest.
Works on 1.12.2+ due to portal name changes.

Blocks:
  • Nether portal creation
  • End portal creation [blocks right click using endereyes on the portal]
Commands/Permissions:
  • /bprl [reloads config] - bp.admin

disabled_worlds :
   - world
