Made for someone based on a forum thread

Type /bpds to configure it. Either be op or give yourself bpds.* permission (at a granular level, it's bpds.blockworld, bpds.unblockworld and bpds.reload permissions). People with bpds.exempt will be able to drop regardless. If you don't want a msg when they try to drop something, just delete the blockmessage line from the config.
