Fishing Overhaul that brings Quests, Tournaments, and TreasureTournament Fixes

Community Discord
- Fixed DAY mode for tournaments
- Fixed rewards for different tournament types
- Tournaments their cooldown now persist between reloads
- Tournament bossbars now persist through reloads
- Fixed panel from /bf
- Tournaments now show how to compete
