v2 update. Plugin recoded.

All questions and answers are now stored as .yml files.

+ Question layout feature.
+ Ability to ask more than one question (questions will be broadcasted one after another)
+ Ability to use /bq update [questionNumber] to make everyone vote again (vote count won't update)
+ All plugin messages are now changeable through the config file.
+ Two types of if a player voted data saving.
1: All in one file.
2: Each player has it's own file.
+ Ability to ignore questions if the player has permission.
+ Fixed a bug where questions stopped broadcasting after reload.

- Removed message auto-centering feature.
