Added Discord notifications via Webhooks (instructions in config.yml)
New config.yml file, so please delete old one before updating

Some servers already track one or more of these things but not all. Now with the config.yml file, server managers can enable/disable each as needed

• Added default config options to allow server to manually turn on and off each section for logging (anvils, books, signs)
• Added in reload command for the new config: /betterlogs reload
