Remove = in >=, players should be able to use all of their sethomes now and not one less.

Fixed (hopefully) all of the home-limit bugs, changed home-price to a double, and added /changeprice for server admins

Before it would just teleport the player to the home without teleporting them to the world, I went ahead and fixed this.
