A minor change to prevent possible file corruption on server crash

A small addition to the previous protocol update.

Implemented an improved saving protocol to ensure new towers are saved in the event of improper server shutdown or crash.

Modified the configuration options to allow the plugin's broadcast prefix to be changed to suit the server's needs.

Added the ability to customize the message broadcast when towers ring in the config options.

Added bstats

Added the ability to broadcast the time to players whenever clock towers ring. This can be configured to be local, within the range of a clock tower, or global, anywhere in the game. This can also be disabled.

Fixed the permission check for the help command to check for belltower.admin rather than belltower.help.

Now more accurate scheduling

Added checks to ensure proper scheduling of the timer.

Fixed an issue causing an extra ring to trigger.
