Added metrics to assist with further development (In preparation for 1.16)

Fixed an issue where /bb reload was not reloading the lore text.

This updates old config files so that lore can be enabled. Note: This removes comments from the config! You can regenerate them by removing the config.yml and restarting the server. If you already have your config set up it will keep your settings through the update.

Almost forgot to add permissions, if you are on version 1.8 please update as it fixes a security issue with /bb reload.

Added config for messages and toggleable features!
