utility update for cooldowns in chat

Config added you can practically change everything that has to do with the commands!

Completely re-wrote all of the code and it's just generally much better compared to the previous version written long ago.

Some commands removed / added

Made more efficient and added more ags.

Added
/gm <c,s,a,sp> <player>

Permissions:
gm.change.spectator.other
gm.change.adventure.other
gm.change.survival.other
gm.change.creative.other

Just a small bug fix and fixed a library issue causing the plugin to be so huge for no reason.

Added a check to see if target player is online or not if player is not online player will be sent a message and no cooldown will be given.

This bug fixed was applied to /feed <player> and /heal <player>

Moved some things around back end

Permissions update

To be able to use arguments /gm <c,s,sp,a,0,1,2,3>
Player will require the following
gm.change

They will also require any of these or all of them
gm.change.creative (Gives permissions to /gm c and /gm 1)
gm.change.survival (Gives permissions to /gm s and /gm 0)
gm.change.adventure (Gives permissions to /gm a and /gm 2)
gm.change.spectator (Gives permissions to /gm sp and /gm 3)

Added /heal <player>
Added /feed <player>

Command added removedebuff, removealldebuff, and removealldebuffs
This removes all bad effects.

Added in an option for a permission to have no cooldown and it will skip over the cooldown if you decide to use this option (Infinite uses with no timer)

This contains cooldowns with seperate hasmaps

gmc & gm1: Place you in creative
gms and gm0: Place you into survival
gma and gm2: Place you into adventure mode
gm3 and gmsp: Place you into spectator mode
suicide: Killsf you
