Fixed an issue I found where mines couldn't be made in multiple worlds. all fixed now

Fixed a bug where mines would only work after a server restart.

Added the command /forceresetmine (mine name) so that owners can force a mine reset when needed.

Added the new permission node of 'ascendiamines.admin' for both /definemine and /forceresetmine.
