Added spigot 1.9.4+ compatibility, and allowed multiple unsafe enchants to be applied with the same book

Made plugin compatible with Java versions 8 and above (previously 11 and above).

Added Efficiency to the enchantments list, fixed adding regular enchantments removing unsafe enchantments, and unsafe enchantments now only work for the appropriate tools.
