Added the option to disable the function.

The config.yml file has been updated to include options for enabling or disabling the blocking of sending identical messages in a row, as well as for enabling or disabling the restriction on sending multiple identical characters in a single message.

Added blocking of repeated characters

It has been added so that if a player types the same character repeatedly, the plugin will block it and notify the player that their message contains too many repeating characters. You can adjust the number of allowed repeating characters in the 'config.yml'.

NOTICE: If you are upgrading from an older version to this one, please add the following to 'config.yml'
max-repeating-characters: 3
