Added Cooldowns for placing flares * recommended at least 2 seconds cooldown to prevent bugs with particles and holograms.
+ Added feature that doesn't allow players to place flares on already spawned CarePackages.
* Fixed bug that allows you to interact with CarePackage holograms.
* Fixed bug that didn't properly show holograms (new feature to you). (It should show the flare on top of the chest now when the CarePackage lands).
