1.18 Mob Spawning + Recipe Fix
- Stops the plugin from trying to register duplicate recipes.
- Adds a setting to make mobs only spawn in block light level 0 like the 1.18 snapshots (Disabled by default, delete your old mobs.yml if you do not see this option)
