This update is mainly improvements to the IRC integration, as well as bug fixes.

This update is mainly improvements to the IRC integration, as well as bug fixes.
- Configurable message delay (time between each message sent - to not get kicked for flooding)
- Improved auto-reconnect system - more reliable, reconnects on disconnect
- Add toggle for verbose log output for IRC
- Add /irc command. Run /irc <irc command> to interact with the IRC bot (send direct message to IRC server). By default only OPs can run this command.
- Cleanup IRC bot code
- Fix other bugs
