Added support for Minecraft 1.21.5.
Added custom loot tables for town monuments and ruins, defined in loot.yml, for entirely custom loot tables per monument template or ruin, and also based on town trade specializations.

Updated all map area display label formats and added some territory-specific properties, like "Loot Type" and "Capture Allowed" for ruins and towns/capitals.
Bug Fixes
Made admin bypass mode ignore EssentialsX teleport protections.
Fixed map displays for ruins and sanctuaries when they are renamed.
Updated Dynmap territory rendering logic to fix display problems.
Updated data file saving to prevent erasing all territory data on file when internal errors happen during the saving process.
Fixed some projectiles ignoring damage protection checks for friendly players (Crossbow fired exploding firework).
Fixed bug which prevented creating kingdoms in worlds that had no other territories.
