Fixes / additions:
- added priority feature to fix issues with version 1.18
- added fix for portal creation when radius is reduced below default values
- fix for new config header handling...

With this version it's possible to choose the priority with wich the plugin should run .
Default is 'HIGH'.
If you are on server version 1.18.x, you must change this to 'HIGHEST' !

I could have done this automatically, but i wanted it to be flexible, even for future versions...
