Bug Fixes & Improvements:
+ Optimization of the recovery code
+ improved config reloading which is now more autonomous

New Additions:
+ addition of a tab proposal (with the list from config.yml) during the /stc remove command

+ added admin permission stc.admin (It existed under a different name but was specified nowhere and was not implemented correctly so I fixed it)

+ Added /stc reload command !
It is not used when you add commands directly to the game with / stc add / remove
