After a not so thorough examination, here is my review of this plugin.
The code is terrible, like i mean it. I haven't seen code so bad in a while.
The plugin does not do anything to block a "tcp exploit", nor does it fix anything actually, it only causes more issues.
Blocking ".opme" or similar should be done at the ProtocolLib packet level, not the highest event listener priority! That's the second to last priority and other plugins can listen before it! Also, please use a list and not potion effects to keep track of users.
It doesn't really do anything? Prevents any message containing the letters "op" in sequence, so that includes any command with non-nefarious purposes /openinventory or whatever. Uses particle effects in a dumb way to track users? Lists? Has nothing to do with TCP or packets, just opens an obnoxious UI.
