- fixed nations invite system and peace request system
- added an 'all' function to /nations declare war
- fixed invite issue: members can no longer accept invites from other nations
- leaders now get a message if their invitation to new members has been sent
- fixed command issue: /reload now reloads all the .yml files instead of only config.yml
