Added the StaffChat and ToggleStaffChat commands.
With /StaffChat {your msg} (or /sc {your msg}). Everything you write in {your msg} will be sented to all the playes that has staffcore.sc permission, meaning to all and just only to the staff members.
With /ToggleStaffChat (or /tsc ), in case its On, all the msg you sent through the chat, will be sented to the staff members. If its Off, your chat won't be altered.​
