Implemented plugin config with setting to configure the display as well as default auto display of horse stats when a user mounts a horse. See main page for details.

Implemented a number of new commands using a custom command system. This includes implementation of the Tab auto complete. All commands and auto complete utilize permissions. See main page for details on the commands.
