First implementation of the account limit per ip address

If you are using an old version, in order to use this feature you can either delete the config.yml file and let the server recreate it or add the "AccountNumber" entry, with the number of users that each person can register next to it.

Reminder for very early releases: If you downloaded a previous version [1.0 or 1.1], to make the new versions work [1.2+] you must delete the "LoginReloaded" folder automatically generated in the "plugins" folder of your server!
