The decision to use vanilla zombies over Citizens NPCs was intentional. Not every server has Citizens installed, so using vanilla entities makes the plugin more accessible and lightweight. However, since the plugin is open source, you're welcome to create a Citizens implementation as an optional hook! Feel free to fork the repo, implement the feature, and submit a pull request. This way, server owners could choose which implementation fits their needs best.
