Seporated old `/rtp` command into new `/rtp` and `/forceRtp` commands & Fixed major bug.
Since I plan on allowing players to rtp using different rtpSettings (configs/worlds), I split up the player command and the admin override command into two separate commands.
Also, I found (and fixed) a small bug that was responsible for the async locations taking way too long to find. Now the rtp-location-cache will fill basically instantly (assuming you have
between-time set to 0 and run paper!) so you won't need to worry about it draining in regular use.
