Ability to toggle claim titles.
Nothing huge. I wanted to push an update allowing the user to toggle claim title messages. Chat messages will still happen regardless.

- UPDATE config w/ command in game. /clanload update

Goto the Claim settings section and itll be called "Claim/Titles"
