Fix an issue with Fireworks

Fix if you have CoreProtect but not loaded correctly, EI will now keep stable and not display errors.

Fix a dupe issue with the feature CANCEL_ITEM_BURN EDIT

item Restrictions became Item Restrictions / Resistances in the editor

New resistances features:
cancel-item-delete-by-cactus: true (default false)
cancel-item-delete-by-lightning: true (default false)

The custom block commands:

That means that if the player who actives the EI / EB doesnt have the perm to place the block normally -> the command will not place the block

The custom command PARTICLE accepts now the type of the particles in lowercase
