Fix an issue with conditions that are not correctly loaded.
New item restrictions:
cancelEventIfNoPerm: true/false (default false)
cancelEventIfNotOwner: true/false(default false)
New item conditon:
ifUsage2, exactly the same condition as ifUsage, but it allows you to make a condition like.
X < usage < Y
