Fixed startup message for servers without floodgate. Floodgate is still optional and only needed for bedrock gui

Added new handling for /setting for java players (value directly visible)
Added new bedrock gui für /settings - will be automatically shown

!! Update ToDos, if you are not using v. 11.X or higher!!
If you are already using version 11.X, you can SKIP this part!

Download the new StreamingDrops version and install it (place it into your plugins folder)
Go to "/plugins/StreamingDrops/ChatBot/" and DELETE the file ".doNotTouch.sd"
Use "/sd reload" -> The new ".doNotTouch.sd" file will be generated
Go into your twitch chat and use "/mod StreamingModule". Yes, the bot MUST BE moderator in your channel!
Done, you can use StreamingDrops like before
