For some reason, there are server owners that want to block bone meal.
Whatever it may be, here's a solid solution to blocking the use of bone meal on your server.

AntiBoneMeal is a very configurable and simple resource which allows you to block bone meal from being used by players and dispensers.

This resource was requested by @Venomous_Creeper in this thread.

The plugin allows you to give a bypass permission to players so they can use bone meal but others can't. By default, only operators have this permission.

The plugin sends a configurable message in the action bar when a player is blocked from using bone meal, with color code support too.

The plugin has a command in which you can reload the configuration file on the go without having to restart your server.

Commands

• antibonemeal
  • Aliases: abm, antibm
  • Description: View information about the plugin or reload its configuration.

Permissions

• antibonemeal.*
  • Default: op (given to operators by default)
  • Description: adds all permissions from the plugin
• antibonemeal.reload
  • Default: op (given to operators by default)
  • Description: allows the user to use the reload subcommand
• antibonemeal.bypass
  • Default: op (given to operators by default)
  • Description: allows the user to use bone meal regardless of the toggle option
