Bug Fixes:
- Fixed reportplus.report not working when given to a player.
- Fixed messages not loading in properly.
- Fixed /report removeall command not removing players that are offline.
- Removed permission "reportplus.reports.view" as it was redundant to "reportplus.reports.manage".
- Added permission "reportplus.reports.tp".
- Added permission "reportplus.reload"
- Added /report reload command.
