Log to file everything that a player write on a sign.Filter System

IMPORTANT: Reset config.yml file before starting the server.
- Added a bad words list with option to punish the player.
- Added a custom message for punished player.
- Added staff notifications to receive who place the sign with a bad word. Requires permission: signlog.notify
- Tested with 1.17+
- Tested with Java 8 & Java 16.
