Nicely coded Doragoncraft, this plugin will definitely be helpful for sure when it comes to stopping idiots trying to op and deop other players. Good job mate.

Great plugin, means that if anyone who is using a cracked Minecraft client and manage to get onto the server they can't OP random players or their ult accounts to ruin the server without using the console. It isn't that I wouldn't trust my Admins but they would have access to the console anyway so this wont effect your staff who has perms to console.
