Added parameter to punishment commands

Changelog
  • Added parameters to the BungeeUtilisals command API
  • Moved most punishment commands over to the new command API
  • Punishment commands now support the -nbp parameter.
    For example: /ban didjee2 Testing -nbp

    NBP stands for No Broadcast Permission which basically removes the requirement of broadcast receive permissions for that one command.

    Aka: the nbp parameter allows you to have a "public punishment" that just broadcasts to all online players.
