Added report system (all configurable in generalcommands.yml & language files):

General Permission:
bungeeutilisals.commands.report

/report create (user) (reason) ->
bungeeutilisals.commands.report.create

/report list [all/active/accepted/denied] [page] ->
bungeeutilisals.commands.report.list

/report accept (id) ->
bungeeutilisals.commands.report.accept

/report deny (id) ->
bungeeutilisals.commands.report.deny

/report history ->
bungeeutilisals.commands.report.history [page]

This system also comes with the option to automatically accept reports when the person was punished.

Fixed error with old MySQL Server versions.
Added /ping command:
Usage: /ping or /ping (target)
Permissions:
- bungeeutilisals.commands.ping &
- bungeeutilisals.commands.ping.other
Improved how the Auto Updater works
Fixed bug with staff chat (when people got their permission removed when staff chat was toggled on, they wouldn't be able to chat)
